The Need for CARD
Prior to the implementation of the CARD project,
the process of registering land deeds was done manually (Refer
Exhibit IV). The processes in the registration department included
the valuation of property, the assessment of stamp duty, the copying
of documents into registers, and title searches among others...
Implementation of CARD
The First Phase
In order to test the utility of computerizing the registration process, the GoAP
decided to launch a pilot project in August 1996, in which two Sub Registrar
Offices (SROs) were computerized at an estimated cost of Rs. 2.4 million.
Recognizing its potential, the GoAP decided to launch it on a full-fledged basis
under the name CARD. Since the pilot project was a success, in September 1997,
the GoAP decided to computerize other SROs, for which it sanctioned an estimated
Rs.15 million...

The Major Steps
The registration of property in India was
governed by the provisions of the National Registration Act of
1908. The Act did not make provision for the use of computers
for registration purposes. Upon an application from the GoAP,
the provisions were amended, allowing the use of electronic
devices for the land registration process...

The Benefits
Within three years of the launch of
CARD, nearly 90% of all registration transactions
performed in AP was done electronically. The CARD was
well received by the citizens because it helped them
save time...
The Future Plans
By March 2003, CARD was implemented in all the 387 SROs
across the state, marking the complete implementation of
the project. Another significant development was that
the citizens of Hyderabad could find out the value of
properties online on the website www.igrs.gov.in (Refer
Table VI for the current status of CARD)... |
